I have been trying to file my taxes properly but I am having some difficulty. I attempted to do some research but I can not get a definitive answer.

This past year, 2022 I did a few side hustles. I did some Shipt (grocery shopping) and earned less than $400, and then I have other various side hustles I did, varying in different amounts I earned. When I looked it up, other answers say to file it as Other Income --> MISC because I would not receive a 1099. However, when I tried to do that it asked the "Reason Code", A, C, G, or H, which none of them apply to me. In addition, I want to be able to file the expenses portion of these side hustles because they all required me to use my cellphone and my vehicle, which I know I can file for mileage, gas, insurance, etc.

You would not file this as Misc Income. You will need to upgrade to TurboTax Self-Employed and report your income and expenses on a Schedule C which will attach to your 1040.
Other Income is meant for income where you did not do something with the intent to earn money. Since you had the intention of making money with your side hustles you will need to file as a self employed individual.

I just want to clarify because I did not receive any forms for the income. I think because I made less than $400 I did not get any forms? I currently have TurboTax Self-Employment so do I still just submit it as a Schedule C?
Yes, if you have other income and are filing a return, you would need to include this income. Since it is self-employment income, you would need to enter it on Schedule C.
Is this despite not receiving any 1099 or tax documents from the companies?
Yes - you report all your business (side hustles) income on Schedule C - whether or not you received any tax forms. There is a category called Other Self-Employment Income where you will report your income. See the image below. Here are the instructions for TurboTax Online if you need them.
