Babysitters don't get 1099s. Businesses issue 1099s, and a parent isn't a business. So, a parent wouldn't issue a 1099 to someone who watched their kids.
That being said, you don't need a 1099 to have income. Many people have income and don't have a 1099 to support it.
You enter your income as General Income: (using SelfEmployed Online "traditional" or Home and Business)

For instance, as a tax preparer/ advisor, I get few 1099 forms. Using Turbo Tax, I would enter all of my income under General Income as "tax prep". I certainly wouldn't list every payment per client.
