No, you only pay Ohio school district tax return for the city that you live in. Unlike the various Ohio city income taxes that apply to both your work city and residence city, the school district tax is only imposed on residents. Only certain school districts in Ohio impose this tax on their residents . Check the list from the State of Ohio at http://www.tax.ohio.gov/Portals/0/tax_analysis/tax_data_series/school_district_data/SDIT_LIST.pdf
If your employer withheld school district tax for your non-resident city, you can file Form SD-100 to receive a refund of those taxes.
You can get more information about Ohio school district tax at http://www.tax.ohio.gov/faq.aspx - in the category, scroll down to find "School District - General"
