Why doesn't TurboTax make the questions asked for Schedule K-1 follow the Schedule that we receive?

The questions typically do follow the Schedule K-1 fairly closely.  Check to be sure that you selected the correct type of K-1 in the initial K-1 screens.  Look at the top left corner of your K-1 to check which form is being filed with your K-1.

Partnerships/LLC will file Form 1065.

S Corporations will file Form 1120S.

Estates or Trusts will file Form 1041.
