Schedule D Tax Worksheet line 33 is a negative

Since Schedule D Tax Worksheet line 33 is a negative, so is line 34 & line 47

 

The instructions at line 33 do NOT say if a negative to enter ZERO.

 

Perhaps entering a ZERO is a given?

    Line 33 is used to determine the amount of your capital gain income that is taxed at 20%. So if you had a negative number there, you would have to enter $0 or you would end up with a negative tax, which is not possible. So entering a $0 is a given.
