Says to update before transmitting, tried second system and wants to charge again for state return

I have Windows 11 system (fully updated) and am preparing a Federal return and Michigan and Indiana state returns. I purchased the Indiana return and paid all filing fees. When I try to transmit, it says I need to update. I have been through all the suggestions (relaunch, reboot, manual patch, uninstall-reinstall,...) and still the same.

I have a second computer (Windows 10 - fully updated) so I installed TurboTax on it, transferred the file and tried to transmit. As soon as I try to open the file, it checks for state returns. The Michigan one downloaded fine, however it wants to charge me for the Indiana again.

So I am stuck - paid for Indiana return and all state e-filing fees - and I can't do anything.

Advice please!
