I will turn 71 on July 10 of 2022. What date will I need to make my first withdrawal before and when will I have to file?

The year you turn 72 is when the RMD is required not 71. So if you turn 72 on 7/10/23 your first RMD is required to be taken by 4/15/24 however many will take it in 2023 so it goes on the 2023 return. If you delay the first distribution then you will have to take both the 2023 & 2024 distributions in 2024.
If you have multiple IRAs or 403(b)s, you're allowed to combine the RMDs from the same type of account and take a single distribution from one of the accounts. You're not permitted, though, to withdraw an RMD for an IRA from a 403(b) or vice versa. And you can't exercise such consolidation when it comes to 401(k)s.
You must calculate the RMD separately for each 403(b) contract that you own, but can take the total amount from one or more of the 403(b) contracts.
The required minimum distribution for any year is the account balance as of the end of the immediately preceding calendar year divided by a distribution period from the IRS’s “Uniform Lifetime Table.”
