I have a state of Florida pension, from which I receive monthly. Are those payments considered RMD? Can those payments be considered RMD for my IRA accounts? I'm thinking they can't, but I wanted to make sure.

Payments from a traditional pension count as RMDs for the pension. They don’t count as RMDs for anything else. The RMD from your IRA is must be calculated and withdrawn separately.
