There are some reasons for this hold. One of them is to help keep your information secure, especially if you recently filed, updated your email, or signed in with a new account.
If this is the case, you must wait for the hold to expire. TurboTax will automatically submit the return to the IRS afterward.
Another reason is if you have already submitted your return, and it's in a “Pending” status, this usually lasts 24–48 hours while the IRS decides to accept or reject the return.
If it has been over 48 hours, please reach out to TurboTax support to confirm the hold has been removed.
