Resident Alien for tax-F1 visa with no US income. No Health Insurance for 4 months outside US and 2 subsequent months in US. Health Insurance exemption?

I went abroad on 1st week of Jan 2017 and returned on last week of May 2017. I was a resident alien for tax purpose under F1 before I left US. I had Health Insurance in Jan 2017 but did not have any health insurance for February 2017 till July 2017 and got my Health Insurance in August 2017 when I joined classes. 1) I want to know whether I am still resident alien for tax purpose 2) If I am resident alien, I want to know whether I can qualify for Health Insurance exemption for having no income in 2017? 3) Can I still file In TurboTax under these circumstances.

Generally, students on an F-1 visa are considered exempt and are not resident aliens for tax purposes unless you have lived in the United States for more than five calendar years.  Even then, however, your exempt status could still remain if you maintain a closer connection to a foreign country and have not taken steps to become a lawful permanent resident.

Based on the information you shared, if you are indeed exempt, then you are not required to file a tax return as you did not earn income in 2017.  Therefore, claiming a penalty exemption for not having health insurance would not apply to you.  However, if you are considered a resident alien then the health insurance penalty exemption for not being lawfully present would more than likely not apply - this is assuming you had other worldwide income and needed to file a tax return.

Although your school may require health insurance as part of enrollment, students on F-1 visas, who have lived in the United States for less than five calendar years, are not required to have health insurance under the Affordable Care Act.

If you are a resident for tax purposes, then you will file a 1040 using TurboTax.  Non-residents who earned income in the United States need to complete Form 1040NR.  See the TurboTax FAQ below for information on our partnership with Sprintax to complete Form 1040NR.

How do I proof that I maintain a closer connection to a foreign country and have not taken steps to become a lawful permanent resident?

From 8843 line 12 states "you must provide sufficient facts on an attached statement to establish that you do not intend to reside permanently in the United States." What statement and facts would be sufficient for that? 

And if I am considered a Resident Alien for Tax purposes anyway, do I have to file form 1040 even when I don't have any income?

If you did not have any income in 2017, then you do not need to file a return.
