reporting refund of excise tax after car sale

Sold my car in Massachusetts, so Massachusetts sent me a check for $22 for the prorated amount of excise tax through the rest of the year. Is this considered a State and Local Tax Refund?
How and where would I report this in Turbotax?
Would I add it to the section where I report my State Tax refund from 2022?
