I use the Turbotax Deluxe Software to complete my Tax return 2019. After I finishing, I like to pay additional $24.99 more to E-file my Federal and State Tax return. If I don't like to pay additional $39.99 for using the Refund Processing Service, it is OK? How and where to do the payment? How can I avoid paying this Refund Processing Service fee $39.99 ?

You can remove the refund processing. Once you do that you would have to pay your TurboTax fees by direct debit or by credit card. Go back into your return:
You can remove the Refund Processing fee and change to another payment method by following the instructions below. You'll need to revisit the FILE portion of your TurboTax program and delete the Pay With My Refund option. You'll change the method of payment to a credit or debit card, and you'll be directed back to the TurboTax site in order to make payment there.
