Reduced Roth IRA contribution amount apply to both IRAs for married filing jointly?

Our modified AGI for 2019 (married, filing jointly) was slightly over the lower limit allowed for Roth IRA contributions. I calculated our reduced Roth IRA using Worksheet 2-2 from IRS Publication 590-A (2019). My question is two fold:

 

1. Does the reduced Roth IRA contribution calculated from Worksheet 2-2 apply to both me and my spouse (again, married, filing jointly)? In other words, we can both contribute that amount to our individual Roth accounts?

 

2. Are we allowed to contribute to our Roth IRA *after* we've already filed our taxes (but before the April 15th - actually now July 15th - cutoff)?
