My brother who is an Indian citizen is trying to send me about 90K USD. I know that there is an upper limit for receiving money from a UScitizen, does it apply here as well? I wanted to know if there are any tax implications for me? I am a US citizen.

There is no limit on *receiving* gifts from anyone. Foreign gifts received that are over $100,000 must be reported, but there is not limit on the gift size.

US gifts over $15,000 must be reported by the *giver* on a 709 form but the receiver reports nothing.
Thanks @macuser_22 . So, in this case since he is a non US citizen, there won't be any tax implications for him and since it is less than 100k, there are no taxes for me too, correct?

It does not go on your tax return at all. If under $100K from an individual you do not report anything.
What he migh need to report depends on the laws of his country.
If you, as a US person, receive a gift of more than $100,000 from a foreign person, you are required to submit a Form 3520 to the IRS. Form 3520 is an informational form only. You do not report a gift received on your personal tax return, regardless of the amount received.
