First, they should have given you a 1099-MISC and not a 1099-NEC. The SS-8 is because the system is confused.
Next, delete everything that you have entered about this form so far.
Because the income was reported on a 1099-NEC the system wants you to pay self-employment tax on this. But union pay is not an attempt to earn money so it is not subject to self-employment tax. So instead of entering this as a 1099-NEC you'll enter it as miscellaneous income on line 8 of schedule 1.
In TurboTax scroll down to the bottom of the wages and income section to 'Less Common Income'. At the bottom of that section click on 'Miscellaneous Income'.
On the next screen roll all the way to the bottom again and click on 'Other reportable Income'.
On the next screen you'll be able to enter a description. Enter "Union Pay" or the name of your union or something along those lines. Then the total amount from the 1099-NEC and you should be all set.
