Won't let me file because if form 8915b-T, when will this be fixed?
This is from 2017, why is it ask me to do this?

If you applied for disaster relief in 2017 the it is spread over 3 years. If not then delete the 1099-R and answer no to all the disaster questions.
The IRS must update the form for 2019 and they have yet to do so. The 2019 version of the form is still in the draft state. BTW: that form will never be able to be e-filed it is paper file only. The IRS is not going to program it's e-file system to accept such a rare form.
This is the third year that I have had to submit this form and I had completed this cycle two years ago. Why do I constantly have to wait for this form when it does not apply.
The IRS has to finalize and release the form for e-file receipt before tax software companies can update their processes.
You can watch for availability at IRS forms availability table for TurboTax individual (personal) tax products.
