When you apply part of your over-payment to the next year's tax, it causes a difference between those lines. I recommend you go back through the program. Here are the directions, How do I apply my refund to next year's (2020) taxes?
You want to go through and make sure that area is blank, delete the $7 that must be stuck in there.
If there is still something wrong, you may want to contact a specialist that can work through that section of the return with you.
Using "Basic". The amounts shown on Line 16 Total Tax Less Line 19 Total Payments equal a refund of $632 which is shown on Line 20 as "Overpaid".
Line 21a is a refund of $606. $606 is the amount that was in the running total at the top of the screen. $606 is shown on the cover sheet as Amount to be Refunded as well as the re-cap page in the Federal Review section.
The Federal Review shows Taxes Owed to be $26.00 more than what is shown on Page 2, 1040 Line 16. The "Total Payments" are correct and the same on all pages. Program Error as two different tax totals are shown on the return. Program Error ??
Also, a screen never came up offering to apply some or all of the refund to 2020 taxes (the missing $26 is not on Line 22.
Found MY error. The missing $26 is an Estimated Tax Penalty shown on Line 24. Question answered/problem solved.
