Why is 8889-t not available from IRS until 1/23?

The IRS does not have all of the forms finalized and ready for filing yet.  Each year, laws are changed and tax forms must be updated and finalized before tax returns can be processed.  There are many forms not yet available.  You can check the availability of all federal forms here - Federal Forms Availability.
