Why can't I download a state return?

Do you mean the state program or the state return? Which program are you using, which tax year ?

I mistakenly purchased turbotax deluxe 2019 without state and installed it. Later uninstalled it and purchased turbotax with state. I can't download state now with new program. Also doesn't ask for vertification code.
