The billing address on your credit card and the mailing address on your tax return have to match or you will get an error for paying with a credit card.
If they are not the same then change your mailing address to your billing address. Click on My Info on the left side of the screen. Edit you mailing address and Continue. Go back to the File section to make your payment.
After the payment has been approved, go back to My Info and change the address back to the original.
They are doing it on purpose when you have a federal return so you select "pay with my federal return" and they can charge a hefty service fee.
Effing fraud to me!!!! Don't do it!!!
If you owe money by magic the credit card will process ok!!!!!!

I am having the same issue! I have spoke to 7 people now. No one can resolve the billing address problem. Nightmare! All I want to do is file my taxes.
I was able to finally do it using a coporate CC attached to a physical address, not a PO Box.
A miracle...
BUT explain to me how Amazon, google, a gazillion websites take my regular CC even with a butchered first name or omitted suite number and Intuit oh so absolutely positively doesn't want your credit card pesos strangely when another button called "Pay with my tax return" and a fine print saying a convenience fee of $40 will be added to the regular price is so conveniently there like a buoy for a desperate taxpayer just wanting to put his **bleep** return in!!!!
Coincidence? After careful consideration and hours of pondering this I suspect there might be a hint of a sliver of correlation between the 2....
I tried to use my return - it is too low to cover fees! So now I am stuck - and this is due tomorrow - anyone have any suggestions?

How many times are you going to continue, again and again, saying the same thing? We're saying that's not working. What don't you get? I put in the exact billing address and the exact information, it still won't process. I've attempted it in incognito on google chrome, I've attempted this on Mozilla FireFox and I have attempted this on iOS.
Can you tell us something that can and will help us? There are dozens of tickets opened about this very issue and I think it's more a situation where, if its as simple as the addresses, why don't you guys have a "Fill in the address" auto-filler? That's extremely easy to do.

I have the 2019 Turbotax Premier and I've called and tried 5 cards and NOTHING works. I've edited my billing to match my info exactly in my info but nothing works. I've called and nothing works. I can't file my taxes without it because I need to file the state of New York. I'm literally trying to give you my money and you guys won't fix this or don't seem to care.
The only person that seems to care is Tanya who I spoke to and I spent 3 hours on the phone with her and not even she can process any of my payments. PLEASE fix yo $&!t because this HAS to be affecting thousands of people. Please have your engineers push an update to fix this ASAP!
