Unable to activate older versions of turbo tax on my new computer

I am trying to migrate Turbotax Home & Business 2021 and 2022 from an old device to a new computer and am unable to activate it - I keep getting an error that all available activations for that code have been used. Error Code 603. 

If I launch the products on my older device, it runs an update that forces me to activate the products again and gives me the same error. 

I need this issue to be addressed urgently
