Terms and Conditions are grayed out on the Credit Card payment screen. What are the Terms and Conditions?

Does TurboTax charge a fee to use a credit card?  Do they charge a fee to use PayPal?  Is the fee more with a credit card or with PayPal? Why do they not post this information?

The real question is why was the Terms and Conditions on this particular web page grayed out?  Does TT not want their customers to see the Terms and Conditions?  Do they intentionally hide them?
