For the many, many users on non-upgradeable hardware, what other packages that run on Windows 10 will import last year's TT 2024 files to accelerate tax completion?

You posed this question as if there are dozens, or several, tax prep packages that run on Windows. There aren't.
Other than TurboTax there are basically two; H&R Block and TaxAct, both of which claim to support importing from TurboTax. However, your mileage will vary as to exactly how much information will actually get transferred according to reports I have read over the past few years.
those two, nonprofessional, are probably it for desktop apps. as they say choose you poison.

Exactly, and there's no guarantee they will support Windows 10 either.
