April of 2019 i filed an extension, the state claimed they did not receive it and I was sent a bill to cover interest and penalties. Is there a way I can find in turbo tax where I filed for the extension?

Did you make a payment or just file an extension?
I ask because tax extensions are almost always extensions of time to FILE not time to PAY. If you get an extension from 4/15 to 10/15 (or similar depending upon the state), you still need to pay in full everything you owe on 4/15. Not easy to do since you haven't then finished your taxes, but you have to estimate. Most people estimate high and either get a refund when they eventually file or apply the refund to next year's taxes.

Some states require a separate extension from the feds ... so did you file the required form ? Save a PDF of your return and look ...
