Yes. People who typically do not file a tax return will need to file a simple tax return to receive an economic impact payment. Low-income taxpayers, senior citizens, Social Security recipients, some veterans and individuals with disabilities who are otherwise not required to file a tax return will not owe tax.

Can an inmate or halfway house resident with zero income file a simple return if they don't have a bank account? Will the check be mailed to the halfway house? How would they cash it? Can their parents file for them and have the check sent to the halfway house?
@DoninGA - Mnuchin just clarified that those on social security would NOT have to file a simple return. That has been a point of considerable confusion and angst that has now been put to bed. I suspect the IRS link will get updated in the next few days .
