Yes, pre-employment mileage expense for training is deductible. Having said that, you should put together a list of your total expenses for that vehicle for the year and see if personal prop taxes + auto insurance + tires + oil change total costs are greater than the .58 cents/mile and take the greater of the two benefits. 

 

Pre-employment training is categorized as "on-boarding training" and therefore whatever gets you the greatest benefit is what you should and can take. There have been many concessions to this due to the unemployment rate rise with covid.
