There were advance payment made in 2021-

and some people that received the payments are not eligible for the credit. They may not be claiming any dependents on their 2021 return. TurboTax has no way of knowing who these people might be THERFORE the question is being asked for everyone. It solves the problem of someone complaining that "TurboTax never asked" and from someone from being penalized for unreported information.

Form 8812 will be included with your list of forms, but will not be generated nor transmitted with your 1040 if it is not applicable to you. 

This should be limited to tax year 2021 unless advance payments are resumed.
