In 2018, I did just a retirement plan rollover from Capitalone to TD Ameritrade with no payment or distribution whatsoever. Will I receive any sort of tax form for this rollover with no payout or distribution? Thanks

yes you should..... if Capital One has an online benefits site, suggest checking there and see if it's already available.
You should have gotten 1099-R form from Capital One with the Distribution code "G" in box 7. This indicates a direct rollover without any withdrawals. Turbotax knows how to deal with that with no tax implications.
