Rejected Efile

Hello,  I filed my 2020 by mail last year and made the payment that was due before the due date.  I'm trying to file electronically this year for 2021.  But my tax returns are being rejected because they are unable to identify me.  

How do I fix this?  Does this mean I will have to file by mail again?

IRS says:

if your 2020 return processing was delayed, enter zero for the AGI when you e-File.
