If my taxable income is from pension and social security and I have section 199A dividends reported on my 1099 div, do I qualify for QBI deduction. (Assuming my taxable income minus cap gains and qualified dividends is greater than zero)?

The 199A dividends should qualify for the QBI. look at form 8995 for the computation since many items can affect this deduction.
