I have been working in the country for 9 years but I have not file or report to the US. I dont have an address in the US. I didnt file or report to the US because I was not aware of the process. I would like to file for last year. Can I do this on TubroTax and how can I do it.? What will be the cost ?

Yes, you can report foreign earned income as well as foreign taxes paid in TurboTax. You can also go back and do the last three years using TurboTax to do so.
You may have no tax liability for the last nine years but it might be a good idea to consult a tax professional or contact the taxpayer advocate office to see about filing all nine years returns at once in order to make sure there are no lingering questions regarding your returns.
Here's the contact info for the taxpayer advocate.
Good Day
Since I dont have an address in the US. Which state I should select for the taypayer advocate ?
You do not have to select a state to contact the taxpayer advocate. You may submit your request for assistance from the taxpayer Advocate office online. This link to the Tax Payer Advocate Service website has information on submitting your request to the Taxpayer Advocate Office.
