Since Texas has no state income tax, box 17 on your W-2 should be blank or zero. If so, leave boxes 15, 16, and 17 blank in TurboTax.
I just went to beginning of state and chose Skip State. It resolved the issue for Texas. Able to e-file no problem.
The issue is caused by W-2 preparers entering the state code in box 15 for whatever state, even if the state has no income tax. In such a case, having the state code in box 15 makes no sense.
This being the case, rjs's answer is correct, just delete the TX in box 15.
Joe4's workaround may well work this year, but might not next year, because TurboTax should be concerned about an entry in box 15 but not in 16 and 17.
But if you were able to file your return, then good enough...
