Normally I file my federal return with TurboTax and e-file and then I mail my state return this year won't give me the option why is that?

Many states require you to e-file your state return, so I believe that is why you don't see an option to mail it in. If you could mention which state you are filing for we can help you further.

Normally I file my federal return with TurboTax and e-file and then I mail my state return this year won't give me the option why is that?

The option to file your tax returns by mail is available for 2019 tax  returns.
