It depends. You didn't really misunderstand, it's all about timing if you are referring to the current year. They may not have current tax year forms attached to your account as of now. It takes some time for the IRS to actually connect your income statements with your current tax return. And it is possible for you to have a Form 1099 that was not submitted to the IRS, however unlikely.
What information is on an IRS transcript?
Tax Return Transcript - shows most line items including your adjusted gross income (AGI) from your original Form 1040-series tax return as filed, along with any forms and schedules. It doesn't show changes made after you filed your original return. This transcript is available for the current and three prior tax years.

Sorry for my vague expression. What I meant was when I logged in, I saw, for my 2020 tax return, I saw my 1040 submitted by me, 1040 approved by IRS, tabs of "account transcript" and "wage and income transcript". I thought the 1099s should be in one of the transcript tabs, however, I found none. I changed to other years, like 2019, didn't see any either.
It shouldn't take that long for IRS to assemble the information, right? So, just the venders just did not submit to IRS? Weird.
No, I wouldn't assume the vendors didn't send the forms. It can take as long as two years before everything is gathered together with a person's tax return itself. Audits, which are usually random selection are usually two years out as well. Currently, the IRS is in such a backlog they have begun to at least make a plan to catch up.
