Your refund is not a guaranteed amount. The accuracy of TurboTax's calculations are guaranteed to be accurate. But the IRS has the final say. If there was something entered incorrectly by you on your tax return, or income you left out, or if the IRS discovers that you owe back tax or child support, etc. your refund can be reduced. If your refund was changed by the IRS they will send you a letter explaining what they changed and why.
Have you seriously never read Turbotax's guarantee's. Here's a link: https://turbotax.intuit.com/corp/guarantees/
And, the error was made by Turbotax, I entered the correct info, they just forgot to deduct it before "guaranteeing" my refund. I have all the paperwork and proof of this error. Where can I get my money?
No one in this user forum can see your tax return so we have no idea what error occurred with your return---most errors are user errors. But you can have a discussion with customer support. We do not resolve billing issues in the forum.
To call TurboTax customer support

Customer support is available from 5 a.m. to 9 p.m. Pacific time
No one in the user forum can resolve a billing issue. If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help. Do not use the word “refund.”

If the IRS garnished you refund then it was *your* refund. You received the full refund, just used to pay the garnishment. No difference than if you received the entire refund and the sent the money owed to the garnisher. It was your money either way. You got the refund but it was used to pay the garnishment.
refund was cut by IRS, letter states that SS was error in computing the taxable amount, no entry was made in 6B on tax form. IRS says should have been $15780 . which changed gross amount.
After you report your SSA-1099 form in TurboTax, there is a question about living abroad. If you accidentally answered yes, Social Security benefits won't be taxed by the U.S. if you lived in a country listed under that question.
