My payment for the federal and state filings were charged 4 times over. each time i submitted it said the card was not accepted. yet i have been charged for each attempt

I am filing from abroad (UK) and am a citizen of the UK. I cannot figure out how to file properly and each time i have tried to pay it has not worked yet i have still been charged
