What did you ever do about the rejected 2019 return? Did you fix it and re-file it? Or print it and mail it? The only way to file it now is by mail. Print it, sign it in ink and mail it in.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
If you are getting a refund, there is not a penalty for filing past the deadline. If you owe taxes, the interest/penalties will be calculated by the IRS based on how much you owe and when they receive your return and payment. The IRS will bill you for this; it will not be calculated by TurboTax.
As for the second stimulus you should receive it the same way you received the first one.
TurboTax has NO control over your stimulus check, nor can TT track it or tell you when you will receive it. The IRS will use the same banking information for the 2nd stimulus that they used for the first one. If that account (or card) is closed then the stimulus will go back to the IRS and they will mail you a check. See this information from the IRS:

It is entirely possible that if the first stimulus was based off of the 2018 tax return, and that, since then, the 2019 return has been processed, that the IRS uses the 2019 information to determine the second stimulus payment. But if the 2019 return somehow disqualifies the second stimulus payment, then the real key is the 2020 return. If you qualify for the stimulus payment for 2020 filing status (income, etc.) then you will receive the stimulus payment as additional refund on your 2020 return.
