My 2017 1040 was not submitted due to payment issues. Am I able to pay to have it submitted now?

You would need the 2017 version of TT, and you would need to print and mail it, as I think that you can only e-file the current year. If you owe taxes for 2017, you may want to call the IRS help line to get guidance on interest and late fees. You would need to sign your return and include necessary W-2 forms and other necessary documentation. I never used TT to file a late return, but this should work.
