This year we have seen at least two states issue 1099-G forms that have tax withheld in box 11, but boxes 10a and/or 10b are empty. TurboTax requires that if box 11 has a value, then boxes 10a and 10b must also have entries.
Box 10a is probably the two-letter state code for your state (example: "MI" for Michigan). We in the Community do not know what your state filer ID (box 10b) should be. It is likely to be the same or similar to the Payer’s TIN on the left side of the form.
If you want to be sure, I encourage you to contact the department in your state that issued the 1099-G and ask them what value belongs in box 10b.
There are also states (IA & MD that I know of) that have no box 10 or 11 all and put the state tax withheld in box 4 (with Federal tax withheld in box 3) - totally different from the Federal form.
