I set up a payment plan with the IRS because I owe a decent amount and I’ve already made one payment to the plan, but I saw a pending charge in my bank account for the whole thing, would that be from Turbo Tax or from the IRS? Does anyone have experience with this?

Yes, you can contact the IRS and cancel the full payment. Follow this link and use the information under Cancellations, errors and questions to change the payment.
I'm not sure how this happened, but I haven't heard from anyone else who reported this situation.
