Call your local Social Security Office and ask for instructions. The local number will be answered more quickly than the national number.
When a married couple files separate returns, both are required by federal law to include the SSN of the spouse on the tax return. Likewise, each of you are required by federal law to provide the other your SSN. While you may be able to use your SSN as a bargaining chip, just be aware that two wrongs don't make a right.
In the end, if you end up paper filing because she won't give you her SSN, once the IRS receives your paper tax return with your letter of explaination, it is she that will have some explaining to do to the IRS as she does what is necessary to pay the penalty for failing to provide you the SSN. Just remember, in the end two wrongs don't make a right.
