I'm not sure why you can't proceed, but you can try entering $0 for the entry and that may resolve your issue.
But it really depends on what type of form you are entering....for 1099-R forms it is usually required to be the same as the value in box 2a (or the Federally-taxable amount of box 1 if 2a is empty or marked "undetermined") . If not entered that way, many state tax forms will end up being wrong.....at least for a 1099-R.
