TurboTax is asking for your AGI because that's how you e-File.

Try AGI = zero. it may go through.

the AGI is from your 2021 return which would be 0 if you didn't file or line 11 if you did file timely.

The AGI from prior year is another way of confirming who is filing the return.  This helps prevent fraudulent returns.  If you did not have a tax return last year then your AGI would have been zero.
