I was supposed to pay for my tax prep with my refund. IRS took so long to process it that turbotax already took their payment from my bank account. Will I pay twice?

No. You will only pay once.

You should have control over when money leaves your account; if you were supposed to pay TurboTax when you got your refund, you would affirm the deduction. As Turbotax already took out the money, there should be no reason for you to ok a 2nd payment. Bottom line: you will deduct only once.
