If you are claiming a refund on the Kansas return for your deceased mother, you will have to mail the return and include proof of death. There are three refunds that you can apply for: Individual Income Tax, Kansas Homestead Claim, and Kansas Property Tax Relief Claim for Low-Income Seniors. Form RF-9 is filed with each of the refund types. So if you are eligible for all three refunds for your deceased Mother, three forms are sent.
The Kansas Income tax site did not say that you cannot e-file for a deceased person.

Yes, Turbo Tax will ask for a State if any dependent lived in another State than yours. It will allow to file electronically for a fee, but you still have the option to print the forms and file manually via USPS
