The IRS is not going to credit tax refunds to a foreign bank account - you will have to request your refund by paper check.
A paper check for a federal tax refund can be sent to an international address, but a refund can be electronically deposited only to a bank with a U.S. routing/account number.

You cannot "register" your TurboTax account with a foreign address, either. You can skip the registration process or temporarily change you personal (mailing) address to a known US address for registration purposes only. Then change it back for filing purposes.
You can file a tax return with a foreign mailing address (entered in Personal Info interview).
You cannot use a foreign credit card (bank-issued) to pay for TurboTax services and you cannot "debit" a foreign bank account to pay your taxes.
