Does he have an ITIN or a Social Security number?

I have a child born in Mexico who is not registered with my last name. Can I still claim him as a dependent in my income taxes ?

Not yet. He doesn't have neither a SSN nor TIN. He lives with his mom and has his mom's last names. Can he still qualify for W-7 if he has mom's last names in birth certificate?
