I efiled and chose to pay by bank debit. The efile was not accepted and now i have to file by mail. Will the bank debit charge be cancelled also.

Yes.  If the return was rejected, the bank drafts were never set up, and will not occur.  If you have to file by mail, you can either mail a check with the return, or pay online via the IRS website:  https://www.irs.gov/payments

Yes.  If the return was rejected, the bank drafts were never set up, and will not occur.  If you have to file by mail, you can either mail a check with the return, or pay online via the IRS website:  https://www.irs.gov/payments

In this case, what payment option do you select on TurboTax? There is no option that says you will pay the IRS directly online, only that you will mail I check. I have to file by mail after a rejected e-file. I cannot mail a check.

To make your payment on the IRS website, please see the below link.  In TurboTax, you will want to select "Pay by check" during the filing process.  It will include a 1040-V (Payment Voucher) which you can disregard to make your payment online.
