That credit is limited to your federal tax liability AFTER other non refundable credits have been used first ... look at the form 1040 line 11, the form 8936 lines 20-23 and the Sch 3 for other non refundable credits you may have.
Everything that you have mentioned is blank. Form It 213 10f blank as well form 1040 line 12 a part 2 form 8936 line 23 blank . Does that mean I have to submit 1040 x?
If line 11 of the form 1040 is zero then you have no tax for the credit to negate. You do not get a refund for the credit amount since this is a non refundable credit. Seems you did not tax plan well by buying a car in a year where you have no tax to negate. You have nothing to amend.
