Context: In 2022, I filed extension for 2021 Taxes and then paid the taxes and penalty in Aug 2022. I used an external Tax advisor (not TurboTax) to file my extension last year.
Question: Is this question in Turbotax ("How much of your 2021 estimated state taxes did you pay in 2022?") asking me to enter information of late taxes i paid last year? If yes, where do i find that information from my 2021 Tax forms that i can enter in this question.

This question is asking about the quarterly estimated taxes that you paid for your state return, not any balance due that was paid when you filed the return late in the year because of an extension.
Quarterly estimated payments are typically due in April, June, September, and January of the following year. So it is asking whether you made any quarterly estimated payments for your state taxes for tax year 2021 during tax year 2022. In other words, if you were making estimated payments and your fourth quarter payment was made in January, then it may have been paid during calendar year 2022 instead of calendar year 2021.
If you did not make state estimated payments, then there is nothing to enter. If you did make state estimated payments, then your bank records should show when the payment was made. The information will not be included anywhere on your previous tax return.
